New air quality modeling tools are continually developed for specific simulations: 1) FVM: a mesoscale wind model adapted for alpine complex terrain and urban areas, and 2) TAPOM: a pollutant transport model designed to study the coupling between different gas phase chemical mechanism, the aerosol formation and the solar radiation (see Project development ). The models are regularly validated on various sites using the measurements obtained during different intensive campaigns. After the validation step the models are applied to predict the impact of abatement strategies, to study the effect of different mechanisms (gas phase chemical mechanisms, aerosol formation mechanisms) on the photo-oxidant formation or to estimate the model uncertainties. Established in 1966, it is now owned by 67 members, mostly from the region.

ADB’s overarching goal is to reduce poverty in Asia and the Pacific. It helps improve the quality of people’s lives by providing loans and technical assistance for a broad range of development activities. ADB engages in mostly public sector lending for development purposes in its developing member countries. ADB’s clients are its member governments, who are also its shareholders.

Membership to ADB is open to (1) members and associate members of the United Nations Economic and Social Commission for Asia and the Pacific - formerly the United Nations Economic Commission for Asia and the Far East and (2) other regional countries and non-regional developed countries which are members of the United Nations or of any of its specialized agencies.

ADB projects on air quality can be characterized in five main categories:
1. Stationary sources of pollution and cleaner production. This is where ADB involvement started. Most of the projects were in the People’s Republic of China and India. In several of the cases, air quality was a secondary objective to energy efficiency and energy management.
2. Overall ambient air quality management. ADB support is given through technical assistance projects and, in some cases, through loan projects (eg. Metro Manila Air Quality Improvement Sector Development Program).
3. Mobile sources of pollution. Although ADB had initial activities in this area, it is only recently that a substantial pipeline of projects is being established. Most of these projects are CNG-related projects such as the ongoing Clean Fuels Project in Dhaka, the Clean Fuels Project in India (completed), and the Blue Skies Project in Jakarta (completed).
4. Climate Change and Greenhouse Gas abatement. ADB support is mainly implemented through TAs. Where loan projects are involved, this concerns mostly those focusing on the reduction of pollution from stationary sources and the promotion of cleaner production.
5. ADB has implemented a number of strategic regional technical assistance projects, which have helped greatly in increasing the understanding of air pollution as a developmental problem.

Asian Environmental Compliance and Enforcement Network (AECEN)

AECEN is a regional network of national and sub-national agencies from Asian countries committed to improving environmental compliance and enforcement in Asia. The William and Flora Hewlett Foundation joined as a funding partner in 2002.

The program's mission is:
To assist in China's transition to a sustainable energy future by promoting energy efficiency and renewable energy.

The China Sustainable Energy Program (CSEP) supports China's policy efforts to increase energy efficiency and renewable energy. The program emphasizes both national policy and regional implementation. The program strives to build capacity in China to analyze energy savings and renewable energy opportunities and to develop policies to capture those opportunities. The program helps Chinese agencies, experts, and entrepreneurs solve energy challenges for themselves. At the request of Chinese non-governmental organizations (NGOs), the program supports capacity building and technology policy transfer through linking Chinese experts with "best practices" expertise from around the world. When it determines there is an unmet need in the field, the program may convene workshops, commission papers, or take other direct initiatives, in addition to its primary role as a grant-maker.

Energy Research Institute - Beijing

The Energy Research Institute (hereafter, ERI) of the National Development and Reform Commission (NDRC) was established in 1980. It is a national research organization conducting comprehensive studies on China’s energy issues. Since its Commission and the former State Economy Commission. Throughout, it was guided by the Chinese Academy of Sciences in many aspects of its research work. In 1988, ERI was put under the administration of the now former State Planning Commission. Further reforms in 2003 made ERI part of the National Development and Reform Commission. The ERI is also one of 7 research institutes administrated by the Academy of Macro-economic Research (AMR) of the NDRC.
ERI employs 100 staff, with one director-general and three deputy directors. Apart from this, there are 33 senior research posts. ERI is divided into 4 research centers with 3 function divisions and offices. They are:
• Center for Energy Economy and Development Strategy Research
• Energy Efficiency Center
• Center for Renewable Energy Development
It assists its Member States in planning for and using nuclear science and technology for various peaceful purposes, and facilitates the transfer of such technology and knowledge in a sustainable manner to developing Member States. In pursuing this objective the IAEA became a partner with each Member State in the "Partnership in Development" strategy with a major goal to promote tangible socio-economic impact through Technical Cooperation (TC). Through this mechanism the IAEA contributes in a cost-effective manner to activities addressing high development priorities of its Member States. The "air pollution project", initiated in 1997, is supported under the Regional Cooperation Agreement (RCA) for Research, Development and Training Related to Nuclear Science and Technology for Asia and the Pacific. The project objectives are: (i) to assess and compare air pollution levels in selected cities in the East Asia and Pacific Region through the use of nuclear and complementary analytical techniques, (ii) to identify and quantify critical air pollution sources, and (iii) to accumulate accurate air pollution data for future work on transboundary movement of airborne particulate matter (APM). Sixteen Member States are participating in the project.

International Council for Local Environmental Initiatives (ICLEI)

International Finance Corporation (IFC)

International Sustainable Systems Research Center

A non-profit research organization working primarily in air quality management and global warming policy and analysis.

ITDG - Intermediate Technology Development Group

ITDP - Institute for Transportation and Development Policy

Japan Bank For International Cooperation (JBIC)

JBIC is a government agency with a mandate to conduct policy-based lending for Japan’s external economic activities. Working with HIBA Utama, one of the largest bus fleet operators in the city, SIF demonstrated that eco-driving is not only a realistic and practical option for Jakarta, but also cost-effective one. After training in eco-driving techniques, the company was able to reduce fuel consumption by average 8%, with a monthly savings of US$12,000-US$15,000. These savings correspond to annual savings of 530-760 tons in carbon dioxide emissions.

TATA Motors

Tata Motors is one of the India's largest and fully integrated automobile company. Emissions from brick kilns constitute a major source of pollution in the Kathmandu Valley. To achieve a sustainable healthy air quality, both stack and fugitive emissions from these kilns have to be immediately reduced by using cleaner fuels or alternative technology. The VSBK technology introduced in Kathmandu Valley is one step ahead in this direction. It considerably reduces the emissions by using less fuel and efficient burning process.
It is a development Bank which provides loans, policy advice, technical assistance and knowledge sharing services to low and middle income countries to reduce poverty. The Bank promotes growth to create jobs and to empower poor people to take advantage of these opportunities. In the past several years, the World Bank has drawn greater attention to the importance of tackling air pollution as a means to reducing poverty, promoting economic growth, and improving health and quality of life. The Bank recognizes that in order to effectively address the problem of air pollution, a comprehensive and cross-sectoral approach—driven by local and regional priorities—is needed. The Clean Air Initiative for Asian Cities, launched by the World Bank, ADB and other organizations, is a large-scale, regional program for sharing information, improving policy, and piloting projects in the region. Under the umbrella initiative, pollution management activities are now largely being "mainstreamed" across the World Bank. An air quality thematic group was created to advise on priority issues identified at the Bank and is largely influenced by the program’s team members and staff at the World Bank Secretariat. The Environment Department, Economic Research Group, and the Environmentally and Socially Sustainable Development Division at the World Bank Institute are all actively involved in the Clean Air Initiative. The Environment Department continues to carry out various transport projects and multi-city action programs to reduce air pollution. Extensive research is being carried out by the Economic Research Group and the World Bank Institute provides learning and training activities to internal and external clients. In addition, the Urban, the Water and Sanitation, and the Infrastructure sectors all have a number of pollution management activities related to their sectors. Furthermore, each of the Bank's operational regions is managing related activities. IFC also provides guidance on the management of pollution from industrial projects.

World Health Organization (WHO)

The World Health Organization (WHO), as defined by its Constitution, is the directing and coordinating authority on international health work.
