Objectives:
The project will support facilities and works to reduce emissions from coal-burning boilers, and to collect and treat municipal sewage around the Liangshui river basin. In addition, the project will also strengthen the city's environmental management institutions and policies with upgraded monitoring capabilities and policy and regulatory tools.
The main components are:
1. Conversion or Improvement of Coal Burning Devices (total estimated cost about $300 million). The project will support the government's Coal Free Zone programs, where small boilers and stoves will be converted from coal to natural gas use. In addition, a range of energy conservation measures will be adopted to reduce energy consumption by remaining coal-fired boilers, and simultaneously reduce emissions. These measures include consolidation of small heating boilers, the installation of better control equipment, addition of recovery systems, and the implementation of stricter management practices for energy efficiency.
2. Power Plant Pollution Abatement ($25 M): A flue gas desulfurization (FGD) facility will be installed at the Shijingshan power plant to effectively reduce its overall sulfur dioxide emissions by 25 %.
3. Vehicle conversion to LPG ($20 M): The pilot project aims to demonstrate the feasibility of liquefied petroleum gas (LPG) vehicles as a practical means of reducing nitrogen oxides, hydrocarbon, and carbon monoxide emissions.
4. Waste Water Management ($315 M): A set of secondary and possibly tertiary wastewater treatment plants with total capacity of about 650,000 m3 /day will be constructed to improve the quality of the Liangshui river basin. Associated sewer lines of about 40 km will also be included, as well as 30 km of sewers to serve the Qing river wastewater treatment projects.
