Act Providing for a Comprehensive Air Pollution Control Policy and for other Purposes
The plan's objective is to thoroughly handle a total of 4,295 polluting establishments identified in 2002 as causing serious environmental pollution. This shall be conducted on the principle of ensuring the sustainable development in a resolute manner and suitable to the reality of each locality, each branch and each establishment.
The plan consists of 2 stages: Stage I (2003-2007) focus on concentrated efforts on thoroughly handling 439 establishments and Stage II (2008-2012) which are synchronous measures, based from Stage I, to handle the remaining 3,856 establishments which cause serious environmental pollution and newly arising establishments. The plan also contains basic solutions such as perfecting the system of relevant legal documents to ensuring the high efficiency of the plan implementation, diversification of investment capital sources for the plan implementation, and tax exemption from those owners who implement the plan and enhancement of State management. To organize the implementation of the plan, an inter-branch Steering Committee is to be established and is to be based at the Ministry of Natural Resources and Environment.
